Looking for a clipart or scrapbooking program to make best use of expensive paper?

I am looking for an easy to use program that would allow me to place photos and clipart very tightly together on the page to make best use of expense papers like scrapbooking, photo, or shrinky dink paper. Because these project papers are so expensive I don't want any wasted space. I'm getting frustrated with Paint Shop Pro and MS Word. Also, I'd prefer something free or almost free. If anyone can tell me how to beat the programs I have, that would be welcome too.

2. there is a program that you can buy for scrapbooking at walmart i think it is like $20 i know thats a little pricey.. but its a program you download into your comp and it gives you prints and and things you can make and then print all you have to do is add your pics.... it even asks you how big the pic you are using is.... it is buy the computer games in the electronic section
