1. Ebay or Big Lots.
2. Ebay, discount stores like Walmart etc...
Make sure she knows to get ACID FREE paper.
I get great deals on stuff online. You have to make sure the shipping charges don't eat away at all the savings.
I do sometimes find that it makes more sense to buy just the paper you need. I've bought tons of pads of paper because it was cheap, then I have trouble finding uses for all the pages... there are colors that I just can't fit into my project etc.
Check out craigslist and garage sales too in your area since people may be giving up their hobby or cleaning out stuff they don't want anymore.
3. BigLots may have some good buys, but you have to know prices. Michaels often has discontinued paper at a good discount or has sales 40%off. You could use coupons to purchase the pad/stack. Coupons are available online at michaels.com and often from your Sunday paper, and are given at the register when you make a purchase. Joanns likely also has sales and coupons.
If you like you can download and print your own for the cost of your paper and printer ink.
